<p>The Elverson Neighborhood Watch (ENW) was  established in the spring of 2005. ENW was designed as a way to fight crime by  preventing it before it occurs. The main concept of the program is for you to  watch over your neighbor&#8217;s house and for the neighbor to watch over your house.  Public apathy and easy opportunity are the greatest tools for the criminal and  the Neighborhood Watch is a means to help eliminate the criminal&#8217;s two greatest  tools. One of the purposes of the ENW is to provide a sense of security and  devise and instruct in matters related to emergency preparedness and overall  response to emergencies and security incidents.</p>
<p><a href="http://psabdns4.com/elverson.org/wp-content/uploads/2010/09/thumbnail-15.jpg"><img class="size-thumbnail wp-image-759 alignleft" title="watch" src="http://psabdns4.com/elverson.org/wp-content/uploads/2010/09/thumbnail-15-150x150.jpg" alt="" width="150" height="150" /></a>The ENW operates via a Block Captain concept that  relies on the residences of the block to communicate with the Block Captain who  in turn reports to the members of the Neighborhood Watch in helping to prevent  and in some cases help to solve crimes. In addition to the Block Captain program  the ENW has established a Patrol Unit, made up of twenty four volunteers, who  weekly patrol the streets of Elverson in support of the Pennsylvania State  Police, who has sole jurisdiction in helping to reduce the crime in our  community   Each of you are a part of the ENW, since your eyes  and ears are the first line of defense in helping to keep our community a safe  place to live.   The ENW holds it meeting on the third Wednesday of  each month at 10:00 am at the Summerfield Community Center.  It is not  required that you attend but you are welcome.</p>

<p>The Elverson Shade Tree Commission was formed in 2009 for the purpose of protecting Elverson’s street trees.  It was officially established with <em>Ordinance no. 2009-02</em> consisting of five Borough residents.</p>

<address>We are currently working on the following:</address>
<ul>
<li>Documenting all street trees according to location, species, condition and size.</li>
<li>Planning for the proper care of these trees.  For 2010, Heilner Landscaping trimmed trees along S. Pine Street and prepared tree wells for the trees needing them along the street.</li>
<li>Working closely with the revitalization committee for the proper planting or removal of street trees along Route 23.</li>
</ul>
<p>According to the Ordinance, if a resident would like to remove or replace a street tree on his/her property, he/she should apply by completing a <em>permit</em> which will be reviewed by the Commission and either approved or rejected.  See Section 8 of the Ordinance for details.</p>
<p>If you would like to join our efforts to properly care for our town’s street trees, please contact Esther Prosser, Chairperson.  We usually meet monthly or on an as needed basis at Borough Hall.</p>

<p><strong>Water Company</strong></p>
<p>Elverson is entirely dependent upon local groundwater sources for water supply.  The privately-held Elverson Water Company was established in 1989 with the advent of the Summerfield development, beginning operations in 1990.</p>
<p>The water company makes use of high-capacity community wells and storage capacity of 550,000 gallons to serve a system of water mains extending through most of the Borough. The groundwater is treated through the introduction of sodium hypochlorite and distributed by a pressurized system, delivering a typical water pressure of 40-100 psi at its connections. Except for public fire hydrants, all connections are metered; they are recorded and billed quarterly.</p>

<p><strong>Municipal Authority &#8211; Sewage Management</strong></p>
<p>The first phase of the Borough&#8217;s central sewage collection, treatment, and disposal system was constructed and became operational in 1989. The system is operated by the Municipal Authority of the Borough of Elverson. It utilizes a series of aerated ponds and sand filters, discharging the treated waste water into the headwaters of the Conestoga River. The advent of Summerfield provided the catalyst for implementation of Phase II expansion of the Borough sewage disposal system.</p>
<p>The 1991 plan revision had concluded that expansion of the existing system was the most cost-effective means of extending service. Today lines are extended throughout the built-up portions of the Borough, excepting only large-lot residential development and predominantly vacant parcels at the Borough&#8217;s fringes. Most existing residential units are hooked up at this time. The expanded system has a capacity of 125,000 gallons per day (gpd); current flows average 48,000 gpd.</p>

<p>The Borough in October of 2011 awarded a contract to Eagle Disposal of PA.  The Disposal company provides residents with waste collection recycling including all glass, newspaper, aluminum &amp; tin cans,  plastics, , paper and cardboard., lawn and leaf and bulk items.  Each residential user is provided with a 96 gallon toter and an 18 gallon recycling bin.</p>
<p>Non-residential users are not provided service and must independently contract with waste haulers.  Contact Eagle Disposal of PA, Inc.  at <strong>717-355-9560 </strong>for residential service<strong>.</strong></p>
<p><strong>Utilities</strong></p>
<p>Three utility companies not mentioned above are as follows:</p>
<p><a href="http://www.pplelectric.com/">Pennsylvania Power &amp; Light</a>, based in Allentown, provides electric to the Borough.  The phone number is 800-342-5775</p>
<p><a href="http://www.windstream.com/">Windstream</a> serves as a telephone/internet/digital TV company. The area codes covering Elverson are 610 and 484. All exchanges within the Borough are typically 286 or 913.  they can be reached at 610-582-9500.</p>
<p><a href="http://www.secv.com/" target="_blank">Service Electric Cablevision of Birdsboro</a> is the Borough&#8217;s cable/internet/phone service provider.  Their number is 610-582-5317.</p>

<p>The<a title="Twin Valley Fire Dept." href="http://www.tvfd69.com/" target="_blank"> <span style="color: #000000;"><strong><span style="color: #800080;">Twin Valley Fire Company</span></strong></span></a><span style="text-decoration: underline;">,</span> a volunteer company, has primary responsibility for coverage within Elverson and nearby areas. For several years, the Borough has earmarked funds to support the Fire Company. The Fire Company is provided back-up assistance through mutual-aid agreements with neighboring companies, coordinated by the County dispatcher. For any structure fire, there is assured back-up and the availability of specialists. Water for fire-fighting purposes is provided by public hydrants within the current service area of the Elverson Water Company, augmented by tanker trucks, and available surface streams and ponds. Available flow and residual water pressure provided by the water company meet accepted standards for fire protection.</p>
<p>The <a href="http://www.elversonems.org/"><strong><span style="color: #800080;">Emergency Services</span></strong></a> of the Elverson EMS</p>
<p>The emergency medical needs of Elverson residents are served by the <strong>Elverson Emergency Medical Services. </strong>The Association has a volunteer staff of eleven, including members who are otherwise employed as paramedics at area hospitals. The County&#8217;s Emergency Management Services office coordinates disaster and evacuation planning. Elverson is part of the county-wide &#8220;911&#8243; system.</p>
<h3>Law Enforcement</h3>
<p>Elverson is provided police protection by the <strong>Pennsylvania State Police</strong> operating out of the Embreeville barracks.</p>

<p style="text-align: center;">Originally part of West Nantmeal Township, early settlement in the area of present-day Elverson responded to its situation along an established trade route from Lancaster to the French Creek iron furnaces at a location where travelers had access to three strong springs. The springs gave rise to the designation of the area as Springfield, a name which could be justified today since the springs are still flowing. Situated on the edge of Chester County and looking westward into the broad Conestoga Valley of Lancaster and Berks Counties, there are regional records of iron ore being dug here in the late 17th century. These diggings are presumed to have become Jones&#8217; Mines by 1725. However, it was the opening of the Warwick Mines (1717) in Chester County for the French Creek furnaces that brought regular travel on the &#8220;Blue Rock Path&#8221; from Lancaster&#8217;s Conestoga region to points east. A petition in 1736 was issued for a road to &#8220;the new furnace&#8221; (Reading Furnace, Warwick/East Nantmeal Twps.) which would also connect with iron deposits and furnaces in Lancaster County near Cornwall. The interplay of the iron industry gave rise to increased population and economic stability to this otherwise remote area of Chester County.</p>
<p style="text-align: center;">At this early date and up to 1800, the region was, however, primarily wooded agriculture except for the wayside stop at the springs. Within the limits of the present borough, only three or four stone houses appeared along the road. But a few log dwellings were found, and a Methodist Meeting was established in 1801 in a primitive dwelling within the tiny village. In 1811, Jacob Warren applied for a tavern license under the name of White Horse, the tavern keeper being John G. Jones from Morgantown. A blacksmith and a wheelwright took residence on opposite sides of the road and several more log dwellings, two of which remain today under stucco, clustered around the tavern and springs. A regular stage route passed through the village on its way to Reading and Kimberton.</p>
<p style="text-align: center;">The strongest springs lay generally on the north side of present Route 23 (Main Street). Water Street, now North Chestnut Street, (an early name for later Route 82 north of 23), seemed central to the springs. The first school was in this area, recorded in 1809, indicating the embryo of a village had begun to emerge. Route 82 from the south, did not come through the settlement until 1832, when it was re-routed to more directly reach the Jones Mines and continued onward to Birdsboro and Reading.</p>
<p style="text-align: center;">By 1849, Springfield warranted a Post Office, but since there was a post office so named elsewhere in Pennsylvania, the name Blue Rock was officially applied to the village at this time, the name indicating the geologic outcroppings of Black Granite which give a bluish cast. That name lasted until 1899 as the name of the post office, but the town, and later the railroad, continued to use the name Springfield. This caused such confusion in shipping on the railroad that the totally new name of Elverson was made official in 1899. It was chosen to honor the popular owner/publisher of the Philadelphia Inquirer, James Elverson, Sr.</p>

<p style="text-align: center;">The second phase of growth for the village began about 1855-60 when rumors circulated that the train out of Wilmington, Delaware, was going to run through Springfield to Reading. (James Everhart, local resident, was member of the first board of managers of the Wilmington and Reading Railroad.) This was viewed by all as a great boon to the town&#8217;s commercial life, and in anticipation, Evan Dampman built a hotel, calling it Blue Rock Hotel. It was an &#8220;Eating House,&#8221; not a tavern, and had a community hall on the second floor. Not until the 1890&#8242;s did the then owner/operator, William Hartz, feel the need to provide sleeping rooms. The railroad, built by the duPont family, was completed in 1870 and was eventually known as the Wilmington and Northern Railroad. Availability of the railroad expanded the significance of Springfield&#8217;s markets as it became an important link to other communities. Overall growth within the village more than doubled the population and created an influx of small industries to accommodate necessities and satisfy commercial demands. Among the long list of businesses in 1883 were two mercantile stores, a tinsmith, a wheelwright, 2 blacksmiths, a tailor, a dressmaker, 2 shoemakers, a butcher, 2 dentists, 1 doctor, an undertaker/cabinetmaker, a Justice-of-the-peace and land conveyor, as well as the railroad complex, the lumber/coal yard and Mr. Zook&#8217;s establishment. Also living in the town were John Huston, a master bridge builder and O.S. Hertzog, an electrician, both employees of the Wilmington and Northern Railroad.</p>
<p style="text-align: center;">Henry Zook was probably the next greatest boost to the town&#8217;s economy. Coming shortly after the railroad, Zook had an enterprising spirit coupled with a vision of Springfield becoming an important commercial center. He set to work developing a fertilizer, farm implement and carriage depository/dealership directly across from the train depot. He built his own home on the same lot. Once a year, he held a public auction, attended by hundreds of people in a carnival mood, to reduce his inventory of carriages, wagons and implements. In 1874, Isaac K. Sigman, son of a local farmer, opened a coal and lumberyard on a corner of his father&#8217;s farm and along the railroad. It currently operates as the Elverson Supply Company, Inc. under the aegis of the Cook family. In 1906, Dolfinger&#8217;s Milk Depot and Creamery opened on the west side of the tracks across from the lumberyard. After 20 years of service and an explosion, it was reopened in 1935 as the Old Orchard Distillery, makers of Peach Brandy and Apple Jack. The building was continued as a sewing factory in the 1950&#8242;s for DeMayo Fashions, Inc. and is now the factory/showroom for Vixen Hill Gazebos, makers of widely sold gazebos and window shutters.</p>
<p style="text-align: center;">Along with the town&#8217;s rapid growth came a new school (1874), and two churches. One church was an outgrowth of the 1855 Church of the Brethren which was relocated to S. Chestnut Street (Route 82), and the other was a progression of the older 1801 Methodist Meeting. Henry Zook had become successful and as he relaxed, he dreamed of better things for Elverson. He planned for a park-like atmosphere along the railroad tracks and later, for a new wide street, Park Avenue, which he macadamized, edged with sidewalks, and donated to the town. He started it off with two new houses for his employees. He was one of the several businessmen who in 1911 worked for the incorporation of the town. In 1915, he donated land for a bank building and was instrumental in erecting the Elverson National Bank, which under the strong hand of the Witwer family survived the economic trouble of the Great Depression and today has five branch offices in three counties.</p>

<p style="text-align: center;">With Zook&#8217;s new houses on Park Avenue, the third expansion (1910-1930) of the town took place. With its own bank came a machine shop, an automotive repair garage, and a florist joining the older businesses, and new styled homes appeared on the edge of the older blocks. Until a few years ago, the train continued freight runs on a weekly basis to Reading.</p>
<p style="text-align: center;">From the mid-nineteenth century to 1930 Elverson was the principal commercial center in the northwestern Chester County region that encompasses East and West Nantmeal and Warwick Townships. These townships did not have villages, including commercial centers, as large as Elverson, and have remained overwhelmingly rural through 1930. The nearest commercial rival to Elverson in northwestern Chester County was Honey Brook, some six miles southwest of Elverson. Honey Brook had more businesses in a distinct commercial section of the town. However, Honey Brook was somewhat isolated from Elverson&#8217;s market area by the Welsh Mountain range, which limited commercial and social communication between these neighboring towns. The closest commercial center in neighboring southern Berks County was similarly sized Morgantown, approximately three miles distant from Elverson.</p>
<p style="text-align: center;">Elverson&#8217;s building styles follow closely the periods of its commercial growth. Its newer domestic architecture reflecting conservative Victorian styles in the Gothic mode. Except for the occasional home of a wealthy businessman, rural agricultural towns could not produce great examples of the Victorian&#8217;s pen. They could, however, adapt the high pointed rooflines, the two story bay window, the carpenter&#8217;s intricate scroll saw decorations and larger, higher, brighter interiors (albeit the Victorian housewife darkened them with heavy drapery) than had been found in earlier plain, rural colonial homes. These features are all found in Elverson houses. The cottage style and the American 4-Square homes built in the 1900&#8242;s rounded out the Victorian architectural style and brought to an end the last historical period of growth in Elverson.</p>
<p style="text-align: center;">Since the 1930&#8242;s, Elverson has shown minimal growth until the present the 1990s. Even though the Borough today seems conservative by nature, it has a world-wide flavor due to sale of some of its products. On the eastern perimeter of the historic district, a new multi-faceted development called &#8220;Summerfield&#8221; increasing both the population and the diversity of land use in the Borough. At the edge of Summerfield, off of Brick Lane, a new Evangelical Free Church had been erected. New and larger home offices of the Elverson National Bank are now located just outside the western perimeter of the historic district. None of these additions to Elverson&#8217;s townscape threaten the internal integrity of the Elverson Historic District. With a tight, already-built pattern of lots, the historic district remains a vignette of a 19th and early 20th century small, rural, commercial center.</p>
<p style="text-align: center;">The village of Elverson incorporated as a borough on April 17, 1911. The judge&#8217;s opinion in favor of the incorporation states &#8220;&#8230;A large majority, in value, of the property owners and tax payers favor incorporation and assign as some of the reasons therefor: the need of a more adequate and sanitary water supply, of better streets and side walks with uniform grades, of public lighting of the streets, of the straightening of property lines on the streets, of some fire protection and a polling place and school system of its own&#8230;After careful consideration of the matters referred to and the fact that the electors will have control of their own destiny and that of their borough, we have deemed it expedient to grant the prayer of the petitioners; and counsel will draft and submit a propendence.&#8221;</p>
<p style="text-align: center;">Almost 42 years after the Borough was founded, a majority of freeholders of land adjacent to the town petitioned the corporate authorities of the Borough to annex their lands. Borough Council responded on January 19, 1953 by enacting Ordinance No. 53-1 which added more than 490 surrounding acres, thus increasing the area of the Borough to its current size of slightly more than 1 square mile. While the ordinance itself gives no clue, other documents suggest the primary reason (if not the only) was to allow the landowners&#8217; children to attend Elverson Elementary School.</p>

<p>Elverson is a borough, under the Commonwealth&#8217;s system of municipal classifications. It is governed by a Mayor and a 7-person Borough Council whose members are elected for 4-year, staggered terms. Elverson is managed and administered by the Borough Council and assisted by a Borough Secretary/Treasurer who is appointed by Council, and by an elected constable. The constable works on an as-needed basis and the Secretary/Treasurer works 9:00 a.m. to 4:00 p.m. Monday, Tuesday and Thursday on behalf of the Borough.</p>
<p>The Borough Council is also assisted and advised by several volunteer boards, commissions and committees, whose members it appoints. Some of these are: The Planning Commission, Zoning Hearing Board, Municipal Authority, Historical Commission, Buildings &amp; Grounds Committee, Parks &amp; Recreation Committee, Communications Committee, Streets &amp; Lights Committee, Neighborhood Watch Committee, Recycling &amp; Solid Waste Committee and Emergency Coordinator.</p>
<p>The Borough also receives paid professional assistance, primarily from its solicitor, code enforcement officer, and engineer, each of whom it retains on an annual basis.</p>

<p>At the October 4<sup>th</sup> meeting of the Elverson Borough Council, Eagle Disposal, Inc. was awarded our waste disposal contract for the 2012 through the 2014 calendar years.  The contract will begin in January 3<sup>rd</sup> of 2012.  By law the Borough must have a contract for waste management.  As a resident, your responsibility is to use the contracted Borough hauler, unless you opt to transport your own trash, recycling, and lawn &amp; leaf to a dump on you own.  The Borough believes we have made the best contract possible on your behalf.  Eagle Disposal Inc. will:</p>
<ul>
<li>Provide Total Waste Management services from January 3, 2012 through December 31, 2014 at $17.66 a month per household.  A .10-cent increase will occur in each of the years 2015 and 2016.</li>
<li>Direct billing to all residential owners and landlords</li>
<li>Curbside solid waste weekly collection</li>
<li>Weekly collection of recyclables same day as trash</li>
<li>Paper and cardboard recycled in your own recycle container, recycle dumpster eliminated</li>
<li>One (1) bulky item monthly, collected with regular trash with the first of the month pickup</li>
<li>Yard waste – branches and leaf bags weekly curbside collection</li>
<li>Provide 96-gallon container and 18-gallon recycle container*</li>
<li>Collect Christmas trees from December 26<sup>th</sup> through February 15<sup>th</sup>.</li>
</ul>
<p>* For some homes with limited garage space, special conditions may apply permitting the homeowner to purchase a smaller 50-gallon heavy duty tote from Lowes and/or Wal-Mart at your expense</p>
<p><span style="color: #008080;"><strong><span style="text-decoration: underline;">Example of Current and Future Billing</span></strong></span></p>
<p>With our current system, Elverson Borough uses your tax dollars to pay almost $15.00 for each household per month. A sample monthly bill for a home in our current system is $14.88 which covers recycling, bulk pickup, Christmas trees, yard waste and the residents pay <span style="text-decoration: underline;">only</span> the cost of the trash bags.  So for this example we used one bag a week or 4 trash bags at $3.00 per bag (12.00 for the month) the total waste management cost for this household would be $26.88 a month.  Everyone’s costs are higher and lower than this number according to the number of trash bags used.  With this new contract in January, the cost will be $17.66 a month for each contracted homeowner, billed quarterly in advance.</p>
<p>We understand that making such a change may create questions and/or concerns.  With everyone working together and time available to make the rollover successful, all should go well.</p>

<p>Dear Elverson Home Owners,</p>
<p>Eagle Disposal of PA, INC. was awarded the most recent contract that begins official service on January 1, 2012.  We are looking forward to working with all of you.  Changes have taken place to the current contract and we are here to help you through all of them.  Ms. Lori Brooks in our office at 717-355-9560 will be your contact person and can be reached at <a href="mailto:LORI@EAGLEDISPOSAL.NET">LORI@EAGLEDISPOSAL.NET</a>. All homeowners must call in, or mail the form enclosed by November 20<sup>th</sup> to sign up for trash service.  The cost for the first quarter will be $52.98 in advance or $17.66 a month times 3 months.  We do ask that you pay when signing up; you can pay by check, cash, money order, Visa, Master Card or Discover.</p>
<p>This cost includes a 96-gallon toter, the 18-gallon recycle bin, and disposal of one bulk item on the first Tuesday of the month.  Bulk does not include: tires, building materials and appliances with Freon.   However, a special pickup can be arranged for a Freon based appliance for a fee of $15.00 per item.  If you have larger items, please call our office to speak to Lori, Jill, or Andrea who would be happy to help you.  Bulk items cannot be heavier than two people can easily lift.</p>
<p>Next you would also have yard waste pickup weekly on the regular Tuesday pickup days.  Yard waste and leaves must be in biodegradable brown bags with brush being cut in four foot or shorter lengths and tied together in a bundle.</p>
<p>When calling to set up your services you need to let us know, how many residents you are setting up for as there are some have renters.  Should your property become vacant it is your responsibility to call us to stop bill on that address for you until it is rented again.  We will need accurate billing and owner addresses for all you want serviced.  Once you have signed up, toters will be delivered and just have trash, recycle, and yard waste out the night before.  If it is the first Tuesday of the Month your bulk item must be out the night before as well.</p>
<p>As a helpful hint to keep your toters sanitary, we suggest placing your trash in bags in the toters and additionally rinse them out monthly.</p>
<p>When you are billed for each quarter after the first one you will have 30 days to submit payment, or we will notify you that service will be stopped at your address, and if you have renters it will be you place to notify them.</p>
<p>For some special exception residents that have very small middle townhouse garages, you may be eligible to purchase your own 50-gallon toter at one of two places listed below.  When you call for service, you must request this service, upon approval, payment, a special sticker will be sent to you for the toter.  The quarterly charges will be the same as any other resident.</p>

<p>All toters and recycle bins will remain the property of the hauler, except those purchased by special exception.  Some residents have recycling cans that need replaced.  When you sign up for service, please notify the staff if yours needs replaced.</p>
<p>You do have the right to opt out of trash service, you must call Eagle and notify us that you want to dispose of your own trash, however, you cannot use another hauler.  Additionally the Municipality through legal options and ordinances has the right to appoint a Borough hauler as a service and the property owners must use that vendor with the option being to opt out of the service to haul the trash, recycling, lawn and leaf outside of the Borough to the dump.</p>

<li>If you are an exception site, you must have preapproval from Eagle Disposal, one of the three recommended cans from either Wal-Mart or Lowes and a special label from Eagle on the tote.</li>
<li>Those residents in middle home in Summerfield, which has very small garage, may wish to request special dispensation from Eagle to acquire a smaller 50-gallon tote to reduce the space within the garage floor footprint.  This decision will be made by Eagle Disposal and not appropriate for all.  At Wal-Mart, it is a 50-gallon Rubbermaid Roughneck at $33.97 and at Lowes United Solutions 50 gallon Commercial Trash Can (279309) at 41.97 and finally the Toter 48 gallon Greenstone granite can #342 at $69.82.</li>

<p><span style="color: #008080;"><strong>II.    Monthly Bulk Pick-Up</strong></span></p>
<ul>
<li>Bulk Pick-up will be held on first Tuesday of the month.</li>
<li>One Item will be picked up (i.e. furniture and appliance)</li>
<li>Items not permitted include tires, building materials and appliances with Freon.</li>
<li>Eagle Disposal has agreed to make special pickups for Freon based items or extra large items for a fee.</li>

<p><span style="color: #008080;"><strong>III.  Yard Waste</strong></span></p>

<li>Leaf and Yard Waste will be picked up weekly.  Leaves and grass must be in PAPER BIODEGRADABLE BAGS.  Branches must be bound and not longer than 4 feet.  These will be picked up in a separate truck to go to composting.</li>

<li>Trees will be picked-up during regular curbside trash collection days in December 27<sup>th</sup> through February 15.</li>

<p><span style="color: #800080;"><strong>Area Recreation Programs</strong></span></p>
<p>Elverson residents participate in a wide range of recreational programs; including special community events, organized sports, arts and crafts, nature activities, and social activities. As is typical in predominantly rural areas, local program agencies are geared to serve a broader region of which Elverson is a part. Some of these are:</p>
<p>Twin Valley Youth Soccer Club, Elverson Baseball Association,  Twin Valley Football League, Chester County Swine 4-H Club, Chester County Sheep 4-H Club, T.O.P.S. (adult exercise program), local Boy and Girl Scouts troops, Elverson and Honey Brook Lions Clubs, Morgantown Masonic Lodge and Women&#8217;s Club, and local American Legion post (Joanna, Berks Co.). The Twin Valley Middle School and  High School offers interscholastic athletics to boys and girls enrolled in the district, with a wide range of sport programs. The Chester County Volleyball League offers adult play throughout the County.  The local <a title="Twin Valley YMCA" href="http://www.ymcabwv.org" target="_blank">YMCA</a> offers exercise instruction, aquatic programs (including recreational swimming), adult racquetball, volleyball, and basketball leagues, parent/child programs, and child care and summer camp programs.</p>
<p>Programs for senior citizens are offered at senior centers in Morgantown, Coatesville and Downingtown. These are private, non-profit agencies receiving funding support from the Pennsylvania Department of Aging and the United Way. Within Chester County, free transportation is available on demand by Chester County Paratransit Service.</p>
<p><span style="color: #800080;"><strong>Regional Parks</strong></span></p>
<p><span style="color: #800080;"><strong>West Nantmeal Recreation Area</strong></span></p>
<ul>Located just two miles south of Elverson along Route 82 with regulation and Little League baseball/softball fields, tennis courts (2), basketball court, volleyball court, picnic area pavilion, playground equipment</ul>
<p>Elverson residents are served by several regional parks. These include: French Creek (Berks/Chester Cos.), Marsh Creek (Chester Co.), Blue Marsh Lake (Berks Co.), Valley Forge National Historical Park (Chester/Montgomery Cos.) and Hopewell Village National Historic Site (Berks/Chester Cos.). Regional park facilities offer substantial opportunity for picnicking, hiking, and horseback riding.<br />
Subregional Parks</p>
<p>Chester County&#8217;s Hibernia Park, Warwick Park, Springton Manor Farm interpretive park, Struble Trail, and Struble Lake access area are located within a 15-20-minute drive of Elverson residents. All five offer picnicking, hiking, and horseback riding, and host numerous special events, although formal programs and facilities are quite limited at Struble Lake and at the Struble Trail.  Struble Lake is a 160-acre impoundment owned by the Pennsylvania Fish Commission. The Struble Trail, which begins in Downingtown, currently extends about three miles along the East Branch Brandywine. Ultimately it is expected to extend closer to Elverson, through the southern part of West Nantmeal and into Honey Brook, linking up with Springton Manor Farm and Struble Lake. The Springton Manor Farm exhibits antique farm implements and live farm animals and hosts numerous special events aimed to interpret historical farm practices and farm life in Chester County. Picnic facilities are particularly numerous at Hibernia Park, as are unstructured play fields and playgrounds. Hibernia also offers formal campsites and informal tent camping opportunities. An 89-acre water supply lake within the bounds of Hibernia Park also offers water recreation opportunities.</p>

<p>Elverson Borough occupies one square mile along the northwestern boundary of Chester County. The Borough is bounded by only two municipalities; Caernarvon Township, Berks County to the north, and West Nantmeal Township, Chester County to the east, south and west. In 1911, the Borough, comprising only 149 acres, was incorporated from West Nantmeal Township. In 1953, land was annexed from West Nantmeal as well, extending the boundary of the Borough to the Berks County line and just beyond Brick Lane and Route 401. This brought the total land area to the current size of one square mile.</p>
<p>Elverson developed around an historical crossroads. Today those early thoroughfares have been improved to highways. The most important highway in Elverson is Pennsylvania Route 23 which passes through the center of the Borough as Main Street, ultimately connecting the cities of Philadelphia and Lancaster. Pennsylvania Route 82, the second highway runs south through Elverson to Coatesville, southern Chester County, and Wilmington, Delaware. Pennsylvania Route 401, which originates at the western boundary of the Borough, proceeds in a southeasterly direction across the center of Chester County to U.S. Route 30 north of Malvern. The Pennsylvania Turnpike, though not physically within the Borough, provides access to the cities of Philadelphia, Harrisburg and Pittsburgh via the nearby Morgantown interchange.</p>
<p>The city of Reading is approximately 18 miles north of the Borough, Allentown 40 miles northeast, Pottstown 14 miles northeast, Phoenixville 17 miles east, Philadelphia 40 miles southeast, West Chester 21 miles southeast, Coatesville 13 miles south, Honey Brook seven miles southwest, Lancaster 25 miles southwest, Harrisburg 60 miles west, and Morgantown three miles west.</p>
<p>Elverson is located in an area near significant historic and recreational facilities. Hopewell Village National Historical Site, located in Warwick and Union Townships, is the site of an eighteenth century iron furnace and village. French Creek State Park, located in Union, Robeson, Warwick, and North Coventry Townships, comprises 7,337 acres and contains year-round recreational opportunities. State Game Lands #43, administered by the Pennsylvania Game Commission, is situated north of Route 23 in Union, Robeson, Warwick, and West Nantmeal Townships, as well as a small portion within the Borough of Elverson.</p>
<p>In addition to existing facilities, regional trail corridors have been proposed that would traverse the Elverson area. The proposed Hibernia Trail would extend northward from Chester County&#8217;s Hibernia Park, generally along the former Conrail (Reading) railroad bed and along a section of the West Branch of the Brandywine Creek. Eventually, it is proposed to connect Struble Lake and continue north to State Game Lands through Elverson and to French Creek State Park. The trail would also extend south from Hibernia Park to Coatesville.</p>
<p>The old French Creek branch railroad, long abandoned, extends from Elverson to St. Peter&#8217;s Village in Warwick Township, traversing sections of the State Game Lands #43 and French Creek State Park. It is used informally as a recreational trail; in fact, a short segment northeast of Elverson forms part of the blazed Horseshoe Trail, which links Valley Forge National Historic Park to the Appalachian Trail near Harrisburg.</p>
<p>The <a title="Twin Valley School District" href="http://www.tvsd.org" target="_blank">Twin Valley School District </a>includes Elverson Borough, Honey Brook Borough, Honey Brook Township, and West Nantmeal Township in Chester County, and New Morgan Borough, Robeson and Caernarvon Townships in Berks County. The school district includes three elementary schools (K-4), a middle school (5-8), and a high school (9-12).</p>
