			<content:encoded><![CDATA[<p>1. Owner/Contractor to complete municipality permit application.</p>
<p>2. Municipality to notify BUI on permits that need to be reviewed for pricing.</p>
<p>3. BUI inspector to apply all costs on municipality permit.</p>
<p>4. Municipality to notify owner/contractor on total costs whereby; owner/contractor is required to drop off a check for the full amount.</p>
<p>5. Municipality to review permit and all associated documents for internal approval. Once approved, permit shall be placed in a file accessible to all inspectors.</p>
<p>6. All inspection requests are required to go through the municipality therefore; Owner/Contractor to notify municipality when ready for each required inspection.\</p>
<p>7. Municipality to notify MAI on all inspection requests by fax or phone. No inspections will be performed without an approved permit number.</p>
<p>8. BUI will fax a &#8216;Municipal Certificate&#8217; to the municipality explaining what type inspection was performed whereby; municipality will file faxed certificate within the permit file.</p>
<p>9. Once all required inspections are performed and approved, BUI will issue a Final Certificate for municipal confirmation.</p>

<p><span style="color: #000000;"><strong>MOOSIC BOROUGH ZONING BOARD OF ADJUSTMENTS</strong></span><br />

The members, appointed by Council for four, five and six year terms, are Peter Kanton, Chairman, John Bender, Vince Navich, and Jason Muskey. Attorney Donald Frederickson serves as Solicitor.</span></p>

<span style="color: #000000;">Moosic Borough Planning Commission is made up of nine (9) members who are Moosic Borough residents. These members are appointed a for four- (4)year term by Moosic Borough Council and meet on the 4th Wednesday of each month. The current board is comprised of the following members: Chairman Bryan Fauver, Harry Lindsey, Joseph Dente, Michael Duda, Joseph Slussar, John Joyce, Jerry Reilly, Robert Besecker and Stanley Kania. Attorney Christopher J. Powell III serves as Solicitor. The primary function of the Planning Commission is to review plans for development and make their recommendation to Council.</span></p>
<p><span style="color: #000000;"><strong>MOOSIC BOROUGH CIVIL SERVICE COMMISSION</strong></span><br />
<span style="color: #000000;">The members of the Moosic Borough Civil Service Commission are selected by Moosic Borough Council for one (1), two (2), and three (3) year terms. Their primary function is to assist Council when full-time police officers are being considered for employment. They will be responsible for interviewing, testing and recommending to council all eligible candidates. The Board is made up of Moosic Borough residents, Jim Sinkaus &#8211; Tim Healey &#8211; Ralph Sparaney.</span></p>
<h2><span style="color: #000000;">Borough Officials</span></h2>
<p><span style="color: #000000;">The Borough of Moosic Government consists of seven Councilpersons, an elected Mayor and various appointed positions. Council members serve on committees, which oversee the care and maintenance of the Borough, as well as administration of the Police Department.</span></p>

<p> The Department of Public Works urge all citizens in the Borough to have any collections put out before7: 00 a.m. of their scheduled days.</p>
<p>Our Borough officials recognize that recycling works. This program coincides with the regular garbage collection schedule. Borough wide pick up of hard cardboard takes place on the first Friday of every month. Ashes, grass clippings, branches and leaves are picked up every Thursday in Wards 1,2 and 3 every Thursday and every Friday in Wards 4-1 and 4-2.</p>

Moosic Borough Police Department is maintained by Chief Charles Maurer. To protect and serve, the Borough has seven (7) full-time officers and approximately 12 part time officers.</p>

<p><strong>YARD WASTE</strong></p>
<p>We ask all borough residents to place their yard waste curbside in open containers. Ashes, clippings, grass, branches (no bigger than 4&#8243; in diameter) and leaves will be picked up every Thursday in Wards 1 &amp; 3 and every Friday in Wards 2 &amp; 4, or as soon as possible. NO plastic bags will be picked up.</p>
<p><strong>OLD APPLIANCES</strong></p>
<p>Need to discard old appliances or other large objects? Contact the borough office (570) 457-5480 about pick-up, for a small cost, they will accept your items at curbside. Costs are subject to number of items.</p>
<p><strong>GARBAGE &amp; RECYCLE PICK-UP</strong></p>
<p>Moosic recycles every week. All recyclables, including newspapers, magazines, glass, plastic, aluminum and tin cans will be collected the same day as your regular garbage pick-up. Newspapers and magazines must be separated, bundled and placed on top of your blue recycling containers.<br />

<p>This is an elected office, with a four-year term. Taxes are collected at the Borough Building only during the discount period. After discount period the taxes are collected at her residence.</p>
<p><strong>BOROUGH AND SCHOOL TAXES</strong></p>
<dl>Borough Real Estate tax and Garbage fee are billed and mailed on March 1st of each year. Both are listed on the same bill.</dl>
<dl>If taxes are paid prior to May 1st, the discount rate applies.</dl>
<dl>If taxes are paid between May 1st and June 30, the flat rate applies.</dl>
<dl>If taxes are paid after June 30th includes a ten percent (10%) penalty.</dl>
<dl>Real Estate Taxes not paid by December 15 of the same year are turned over to the County Tax Claim Bureau for collection.</dl>
<dl>Taxes are payable at the place and at the time and date listed on the bills.</dl>
<p><strong>HOW MUCH PROPERTY TAX WILL I PAY?</strong></p>
<p>* Moosic Borough Real Estate Tax 12.87 mills<br />

<p><strong>EARNED INCOME TAX</strong></p>
<p>If you live in the Borough of Moosic and are employed either in the Borough or outside the Borough, you will pay a one- percent (1%) earned Income Tax on you wages. This tax is divided between the School District and the Borough equally. This tax is collected and maintained by Berkheimer Tax Administrator (<a href="http://www.hab-inc.com">www.hab-inc.com</a>) <strong>PDS 350801</strong>.   This tax is not administered in any way by the elected Tax Collector.</p>
<p><strong>LOCAL SERVICE TAX</strong></p>
<p>This tax is collected by Don Wilkinson Agency and is $52.00 of which $5.00 goes to Riverside School District and $47.00 goes to Moosic Borough.</p>

<p><strong>Ward 1</strong> is the home of the Moosic Little League teams, including T-Ball. It also contains tennis court and playground equipment for young children as well as a basket ball court. It is located behind Minooka Ave. on Petro Court.</p>

<p><strong>Ward 1</strong> also contains the William T. Quinlan Complex located off Spring Street. This multi-purpose field is the HOME field for the Riverside School District baseball team. It also serves as the home field for the Moosic Raiders Football team, Moosic Borough Teener League and Moosic Adult Softball team. It contains playground equipment and basketball court.</p>

Ward 4</strong> is the home of the Moosic Red Wings Girls Softball League and is located at the Kobesky Field off Lydon Lane. It is also used as a Soccer Field and contains a batting cage tennis court and new playground equipment for young children.</p>

<p><strong></strong>    </p>
<p><strong>Ward 4</strong> will also boast of a Mercatili Seglia Park which is home of the New Children&#8217;s Centennial Park. It contains a Gazebo, Pavilion and picnic tables and benches. The lighted walkways can be enjoyed by all ages but will be especially attractive to older adults. With the help of the Borough and the Children&#8217;s Centennial Park Committee, this park is especially attractive for family outing and special events for all ages. Although the Borough of Moosic has acquired new playground equipment, through various recreation grants for each of the parks located through the various wards in the community, we are especially proud of the Centennial Children&#8217;s Park. The playground committee is pleased with the newly acquired equipment, which has been installed by the employees of the Department of Public Works of Moosic Borough. Residents of the community can now enjoy the park while their children enjoy the playground.</p>

<p>The Recreation Committee of the Borough is proud to announce the addition of playground equipment to the Mercatili-Segilia Park, which was made possible through a donation made in memory of Bernie Sklanka. And also the Centennial Park Playground Committee has placed a toddlers section in addition to the playground equipment.</p>
<p>A new playground will grace the Elm Street area in lower Moosic. The Borough has accepted a parcel of ground from an area developer and has placed playground equipment at the site. We are pleased to add this addition to the Moosic Borough Park system.</p>
<p>As a whole the community is quiet, friendly, safe, and giving. During the fall and winter seasons the children have a warm place to play at the Moosic Youth Center. The Center is a non-profit agency. It is the home of the Biddy Basketball, and during the evenings you can find children playing basketball, pool, ping-pong, and doing arts and crafts. The Youth center is also involved in a wide range of social activities including the MYC Teen Club, Boys and Girls Club of Scranton is sponsoring an After School Program, and the Moosic Lions Club. The center can also be rented for parties and other events.</p>

<p><a href="http://scrantonwilkesbarre.yankees.milb.com" target="_blank">SWB Yankees Stadium</a><br />
The Scranton Wilkes Barre Yankees, a triple A baseball team, affiliated with the New York Yankees, makes it home at the Lackawanna County Stadium in Moosic. The 10,500-seat stadium was built for the triple A Baseball but has been utilized for a variety of events during the year. It is also the host of amateur baseball, marching band competition, high school football and the Lackawanna County Stadium on Ice. Additionally, it features a Bar and Restaurant called &#8220;Legends.&#8221;</p>

<p>Glenmaura National Golf Club is a private, member-owed, golf and country club that was established in Moosic in 1991 as a Pennsylvania non-profit corporation.</p>
<p>The golf course which was opened for play in the Spring of 1994 was designed by award winning Golf Course Architect, Dr. Michael Hurdzan, with assistance from PGA Tour Champion,Larry Mize. The course plays to a total yardage of 6890 and par of71 and can be challenge form any of five tees per hole. The front nine is hilly in nature, well treed with numerous streams and brooks running throughout. The back features gentler terrain, but more water and is equally heavily forested. The finishing 18th green sits below a cascading waterfall and a resulting stream, which bisect the double green.</p>
<p>The Clubhouse is traditional in design featuring natural cedar siding and native stone. The 22,000 square foot facility is comprised of two levels. The lower level contains the golf shop and men&#8217;s and ladies locker rooms. The upper level includes the casual mixed Grill and Bar, Fine Dinning Room, a private dining room, Library, kitchen and administrative offices. The décor reflects a comfortable elegance providing an atmosphere in keeping with the high level of personalized services.</p>

<p>Although Glenmaura National has already gained a reputation for the quality of its facilities, the factor that truly sets it apart and above the rest is the excellence of the people that make up the membership.</p>

			<content:encoded><![CDATA[<p>The date December 9, 1998 officially marked the first 100 years of the existence of the Borough of Moosic. Before that it had been known as Marathon, later to be called Springbrook. The area in the beginning was divided into large farm section and some of these farms gave their names to some of these areas such as Stark Farm from which Starks took its named. Greenwood was named after the dense pine forest covering the area. No.4 derived its name from the No.4 plane of the Pennsylvania Gravity Railroad, and Spike Island received its name from an island off the coast of Ireland. The main street area was the original site of the Dupont Powder Mills.</p>
<p>The first industry in Moosic was coal mining. The demand for workers created stiff competition among the coal companies and many of them sent recruiters to England, Scotland, Wales and Ireland for skilled workers. The powder business started in Moosic early with the Moosic Powder Company later to be taken over by the Dupont Powder Mills whose presence in the borough lasted almost a century.</p>
<p>Collieries sprung up throughout the valley and the first built in Moosic was the Starks Breaker. The company built houses near it mines and this practice became a standard procedure in the coalfields. Other collieries in Moosic were Greenwood, Hillside, Blue Goose, Springbrook, Standard, Muskrat and the Spike Island. They copied from the Stark experiment and built houses, company stores and boarding-homes. Demands for jobs brought workers form Poland, Russia, Italy and Germany to the Anthracite Fields. They came for a better life and Freedom. In our community we can still find traces of their early settlements.</p>
<p>The Rocky Glen Amusement Park played a major role in the early days of Moosic Borough. Along with its variety of rides and lakeside activities, it featured top entertainment of it day including the big band names and famous entertainers as well as top prizefighters. It attracted visitors from all over the East Coast until it closed for good in 1988.</p>
<p>At the present time, Moosic Borough is one of the fastest growing areas in the valley. While Lackawanna County is experiencing a decline in population, the borough of Moosic is experiencing growth not only in residential population but industrial and commercial development as well. Moosic is host community to a minor league baseball team and its stadium, the Glenmaura National Golf Course, The Boy Scouts of America Headquarters and the new Lackawanna County Visitors Center. While the past two decades saw a steady sustained growth in this community, the future horizon looms bright for the Borough of Moosic.</p>
